Let's assume that IQ=INT.  It doesn't really, but
there is a rough correlation between the two.

Are you contending that only IQ over 100 can learn and
IQ 60 cannot?  Granted, there is some limitation on
how much and/or how fast, but learning is possible
even among the under INT 6 species which can't cast
magic.

INT can be fixed (as in RQ, Mythworld, and probably
most other games) and learning, etc. can still occur. 
After all, if it can in the real world, it should be
in a fictional one which also adds magic.
